An excellent description of the government appropriations process covering the legal framework, agency authority and discretion and the availability of appropriations.
However, whether or not one likes this book depends on whether one is interested on needs to understand the subject. I can see scores range from a f-star down to one star (with a desire to go negative). I found it to be excellent and more detailed that I needed.
